SCC APPROVES UNDERGROUND CONSTRUCTION FOR STAFFORD COUNTY TRANSMISSION LINE!!

RICHMOND — The State Corporation Commission (SCC) has approved the underground construction of an experimental 230-kilovolt transmission line by Dominion Virginia Power in Stafford County. The five-mile line will be built on a company-owned right-of-way between Aquia Harbor and a new substation near Garrisonville.

In its order issued on April 8, 2008, the Commission found that the new transmission line is necessary to maintain long-term reliability and to serve the rapidly growing demand for electricity in the Garrisonville area.

To address the cost and visual impact issues, the Commission directed that the Stafford County project serve as a pilot program to assess the cost to build, operate and maintain an XLPE underground cable. An XLPE pilot project will allow cost difference to be recovered through the ratemaking process.

A state agency approved the burial of a controversial power line planned in Stafford County. The project was originally designed as an overhead cable connected by steel towers.

But yesterday, the State Corporation Commission approved construction of a double-circuit underground line.

The SCC's decision comes almost two years after Dominion Virginia Power announced its plans to construct the line in Stafford.

A segment of a planned power line in Loudoun County would be built underground as a result of a bill that has passed both houses of the General Assembly and awaits Gov. Timothy M. Kaine's signature.

The bill, sponsored by Del. Joe T. May (R-Loudoun), also calls for three other underground pilot projects involving transmission lines, at sites to be determined later.

Key Point Summary of the SCC Hearing in Richmond
On July 11-13 , 2007, the State Corporation Commission held its formal evidentiary hearing in Richmond concerning the approval of Dominion Virginia Power’s (“DVP”) application to build an overhead power line over 5 miles of an existing right of way owned by DVP since the 1960’s. Towering Concerns appeared as a formal party and therefore presented witnesses and was entitled to cross-examine witnesses. At the end of the hearing, Towering Concerns team members believe that we have made the best case possible for the SCC to choose undergrounding as the appropriate vehicle for bringing this power to Stafford County.

Hello All,

The end is in sight! I write you this update at the 2 week’s mark before the formal State Corporation Commission (SCC) hearings that will be held in Richmond on July 11. We have come a long way and have made fantastic accomplishments, but our battle is far from over. So many people believe that the battle was won and the undergrounding of the transmission lines is a “done deal.” Unfortunately, undergrounding is only an option before the SCC. Dominion (DVP) prefers placing those archaic 13 story towers through our community, endangering our health, safety, property values, and environment.

Hundreds of Stafford Residents Attend SCC Public Hearings !!!
Stafford County, I am so proud of you all! If you made either Public Meeting today (January 25), you likely saw the HUGE crowds. Sheriff deputies turned people away because the rooms were packed. Hundreds of people were not able to get in and speak their minds. As I understand it, Courthouse Road had a 5-mile backup during the evening session. The numbers are not in, but a conservative estimate of 1800 people were able to attend, or were turned away at the doors. Way to go!

Towering Concerns legal team obtains delay in SCC proceedings
Please note that this delay does not affect the January 25th public hearing. This hearing is still on as scheduled and we still need as many Stafford County citizens as possible to attend!

On December 14 the Towering Concerns legal team filed a motion seeking a continuance and adjustment to the pre-filed testimony and hearing schedule with the Virginia State Corporation Commission (SCC) in the legal proceedings for Dominion's transmission line application. This motion was supported by Stafford County and Brookstone Homes (both participants in the case), but was vehemently opposed by Dominion. However, on January 4th the SCC hearing examiner determined that just cause had been shown and granted a 60 day delay. This delay will allow Towering Concerns more time to prepare its legal case and to obtain testimony from expert witnesses. Click here to read the complete text of the hearing examiner's ruling.
